The firewall is still blocking packets and protecting your system. ZoneAlarm stops generating new alerts in order to protect you from Denial of Service (DoS) attacks. Denial of Service occurs when packets arrive more rapidly than they can be processed.

As it takes more time to block a packet and generate an alert than it does to block a packet without generating an alert, ZoneAlarm responds to the rapid arrival of large numbers of packets by limiting the rate at which alerts are generated. If more than a certain number of packets arrive in a certain period of time, alert generation is halted until the time period has expired. This prevents system crashes due to running out of memory.

You can clear the Current Alerts cache from the Alerts panel in ZoneAlarm. This allows you to see any new alerts that may arise.
